2002 Saturn Vue...won't start, engine turns over, lights come on. What's wrong?

So when I got in my car today to go to work, the engine kept turning over but the car wouldn't start. The lights/radio/clock, etc, all work just fine. I heard if the car will turn over it's not the starter. What could it be? Thanks!
